Also, is there a simple way of testing these dual fans?
I notice one fan coming on, should this be, or should both fans come on.
Note that there is no overheating problem.

Äs I remember the technology, the fans are staged. They do not both
come on at once.
Perhaps another post will correct me.

one fan when a/c on, (push low speed), second fan for engine cooling as
needed (pull high speed)
both fans on low (a/c), both on high (cool).
another setup (weird) with pull single fan: low for engine cooling, high
for a/c.
this was audible observation, so might be mistaken, altho i did try to
make sure i am not :)

They are staged, based on temperature sensed. The higher the ambient air
temp/engine temp combination, the more the need for the second fan to be
turned on. At lower temps, only one fan is used.

on my 92 the first fan is temp controlled, the second
fan goes on with the AC (apparently not temp controlled).

The dual fans on my '89 Firebird come on simultaneously - they are both fed
by the same wire off of the relay. You may want to swap the wires on the
fans (it the plugs reach) to see if they both are working correctly.
Or, turn on the AC and see if both fans come on then...
