Let out the air, break the bead, and put paper around the tire.
3M makes a product designed for your request.
Just spray it on any rubber and your masking tape will
then stick.
Any auto parts store will a good selection for body
shops should have it or a simular product.

The more you learn, the better your luck.
Either that, or give the tires a good thick coat of petroleum jelly
and don't worry about masking (obviously, wipe the rims with paint
thinner after you put the PJ on...)

yea, never ever buy cheap tape. Good masking tape ought to
do, and keep in mind that it doesn't really have to stick
all that great - and only needs to stay in place a few minutes.

Better still, Crisco! Take some Criso or any thick grease, grease up the
sidewall, and paint away. When you are done, hose off the Crisco. Simple.

Get a piece or two of light cardstock (bristol or poster board), cut
it into ~6-8" strips, form a ring around the edge of the rim and tape
the ends with duct tape. Paint and move to the next one - no masking,
no mess - works great.
