My guess is that he has an offer he's happy with from Williams, but may
yet consider other offers, should they turn out even better.
Expect to see some extra grandstands at the Canadian GP next year ...

TSN quotes Jacques' agent as saying that three F1 teams are "still in
the running", with a formal announcement next week as to which team
Jacques will go to.
Hmm, talk about being "in the driver's seat" - having one's choice of
the top F1 teams! (Of course, most likely there's already a contract,
probably with Williams, but it can't be announced just yet.)

Interesting that he would announce before he actually signed.
Looks like he's in a win/win situation.
If he does not test for any other teams, it would have to
be Williams.
