Some of the media have apparently wondered why it took the stewards
'nearly 5 hours' to reach a decision. The official FIA docs. give a
reasonable timeline.
Vettel crossed the line on his last lap at about 18.01 local time.
He then stopped a couple of minutes later.

18:52 Doc. 34 Vettel and an RBR rep. to attend meeting with stewards
at 19.15 (to explain why SV didn't return to pits).
19:15 Meeting begins
RBR provide telemetry and explanation claiming 'force majeur'. This
is accepted by the stewards. The matter is effectively closed.
Meanwhile post-qualifying scrutineering takes place. The FIA scrutineers
are only able to obtain 850ml of fuel from car #1. This is insufficient
and is a breach of regulations.
22:05 Doc. 39 Jo Bauer refers the matter to the stewards.
RBR return to see the stewards.
22:30 Doc. 41 Stewards disqualify Vettel from qualifying.
So, there were two matters referred to the stewards, the DQ was for the
second matter, and was resolved within 25m.
