So, now their budget is $200,050,000? (why in dollars? We're going
down the pipes. Hell, I'm investing in euros)

And a time punishment that doesn't do anything is like a spanking
without actually hitting anything.

As dollars have traditionally been the defacto international currency,
it has traditionally always made sense for international trade (and
let's face it, F1 is a business first and foremost) to use dollars. Plus
everyone understands what a dollar is. The only other vague possibility
would be international drawing rights - and the only time you ever see
those is on a plane ticket or boarding pass.
