New Jersey Sales Tax

Hello,

I live in New Jersey and am thinking about purchasing a used car from a
family friend. The sales tax that I may owe on this purchase will
strongly influence my decision to buy.

He is willing to sell the vehicle to me for the lowest price quoted on
KBB, about $30,000. What amount could I put down on the title to try
to decrease the amount of the sales tax that NJ charges? Is there any
way I could put the sale of the vehicle down as a "gift"?
