I think Japan is one country with compulsory fitment of speed governors to
restrict the vehicles from exceeding 180km/h.
On other hand, Phaedarus, you might think of so-called "gentlemen's agreement"
amongst the German manufacturers (except Porsche) in 1985 to restrict their
vehicles to 250km/h. The agreement wasto dodge the wrath of environmental
party, Die Grüne, who threatened to restrict Autobahnen to 100km/h. 250km/h
was easy choice because of tyre performance grade (V-Rate to 155mph, W-Rate
to 168mph, and so forth). It has since spread to other manufacturers who
find their vehicles exceeding 155mph threshold very easy and to reduce the
"speed war" (a.k.a. horsepower wars of 1960s and again of 2000s). The manufacturers
also restrict their vehicles based on tyres and brakes (American edition
Audi A6 3.0 does 130mph rather than 155mph due to cheaper H-rate tyres).
