Shortblock doesn't include cylinders, heads, or pistons. Longblock
does.

In most other cars, shortblock just means "no heads"

In VW aircooled lingo, the definitions are as follows...

Shortblock: engine assembled and built including case, crank,
cam, lifters, oil pump, all bearings, flywheel, flywheel seal (and
endplay set) and o-ring, and (sometimes) dist drive gear.

Assembled so the somewhat comfortable "mechanic" can build the engine
up. All the stuff from this point on is not too critical.

Longblock: same as above but includes installed pistons,
cylinders, rings, heads (with spark plugs installed), pushrods, pushrod
tubes, valves adjusted, valve covers on (with gaskets), and small square
cylinder cooling tin (bottom of cylinders, and very important!).

From here, all you do is install sheetmetal, exhaust, ignition,
clutch, and fuel system stuff, OIL, then put it in...

Not all places follow these definitions to the letter, so make sure of
what you are getting for your $$$$.
