I see the site, but what does "decoding" the VIN mean?

The VIN contains information like the country in which the vehicle was built,
engine size, manual/auto, final assembly point, and serial number.

VIN means Vehicle Identification Number, With the VIN, somebody can find out
where you live, they can prepare ficticious ownership papers that show them
as the owner of your vehicle.

The VIN describes the assembly plant, and some of the options that are
installed, and it gives the sequence which the vehicle rolled off of the
assembly line. Every VIN is unique, kind of like a Social Security number or
other ID numbers. The hook is that this site will tell you what all of the
digits mean, but if they capture the VIN you provide, then they can use the
information in an unlawful manner that can have serious implications for
you.

I am not sure that I would give my VIN to an offshore company. And, there
are several places to get your VIN decoded if you really want the
information, and all of them are free. Take your VIN to the parts department
of any dealership that sells that make and model of vehicle, and they will
be able to break the digits down for you. They will also be able to
determine if there are any outstanding recalls that need to be applied to
your vehicle.

Wouldn't it be easier for them to use Motor Vehicle records,
which are public records in most states? They show the VIN,
your name, address, and date of birth. They would have
access to EVERY vehicle registered or ever registered in
that state.

Motor Vehicle Records are not public in many places because a stalker used
them to locate and kill an actress. This is particularly true for offshore
individuals, they can't go into the DMV and randomly search for stuff. Cops
can use DMV records to locate individuals, but I am sure that you wouldn't
want me to use the DMV to locate you. And even if I could go in and get
specific information on specific VINs, I am sure that it is not possible to
randomly search DMV records for VINs.

DMV records used to be public in Californai, but they are not any longer.
Some moron got the urge to get next to an acress, and simply went to the DMV
and got her address. He then proceeded to go to her house, and he eventually
killed her because she would not go out with him. When it was discovered
that he used DMV records, a law was passed to keep them safeguarded.

Many places still are because of Freedom of Information Law
(FOIL). In New York $5.00 will get you any record you want,
no matter what your mailing address is.
