Absolutely not normal. The rev limiter shouldn't kick in until at least 8400.
(I think the red line is at 8000 though.)

Get it fixed. It should zing past 7000 and nail the limiter
at 8200-8300.

so what do I check and HOW??? any idea why the computer would start cutting off
fuel at 7000?

I got it used but I had Acura check out the car before I bought it. The serial
number on the engine and trans match the original record and it IS a VTEC
engine...maybe the ECU got swapped somewhere down the line...I just have to
figure out if the tach is just off or if the ECU is off....can I just get it
reprogrammed if the ECU is out of a regular integra or do I have to replace it?
have the dealer pull any codes from the ecu. it just might be one of the
sensors not working and this puts the ecu into a "safe or safer" mode. you
mentioned that the car has a CTR intake cam, maybe the distributor wasn't
correctly re-installed, double check all engine harness plugs that are
visable, and then check the connection on the ecu (passanger footwell). if
all that checks out reset the ecu. also check your oil level, as low oil
level will prevent vtec engagement.
oh one more thing, make sure that the car is fully warmed up!! if the ecu
detects that the operating temps aren't up to par, yup you guessed it ecu
slips into fail-safe mode.
so to recap my ramble,
1st make sure that the car is up to operating temp before reaching for 8K
2 oil levels ok?
3 if those check out, reset the ecu,
4 if that fails, have then read any codes from the ecu

wouldn't this set off the check engine light?
actually I took the car to Acura about 4 days ago right before I bought it and
it came up clean...i'm sure if the ECU was returning any codes they would have
caught it and told me not to buy the car. Any way to tell by LOOKING at the ECU
if its the right one?
