What is a "blue title" ?

Greetings:
I am getting ready to purchase a used Mustang and I was wondering what a
"Blue" title was. I have come across a few cars and I asked if the titles
were clean (in example: no theft recoveries, totaled cars, etc.) and was
answered with the reply "No, this car has a blue title. It is clean."
Is this the correct response, or is a "blue title" something other than
"clean"?

I would imagine it depends on your location. Good titles here are green,
and rebuilts are (I think) pink.
