DeSoto Diplomat Traffipax-car

I looked my DeSoto scrapbook and there is one old picture of '55
DeSoto Diplomat with unexplained story. The pic was taken in the '50s.
The article says, that it's a 'traffipax-car' and there's a clear
flash light or spot light on the passenger side of the roof (police
and emergency vehicles used different lights). The condensators of
flash light were placed in a trunk. There's also something installed
on the top of the right side front fender and one lamp (like a fog
light) onto the right side of front bumber. Also two things like
gauges hangs up where passenger side sun visor should be. Does
anybody know what a heck was this 'traffipax-car' ?

"Trafficpax" seems to be something like photo-radar on the run. See for

I had no idea it was contemporary with the Desoto, though a lot of electronic
things that we think of as being exclusive to the chip era are really just
smaller, lighter, better-performing revisitings of ideas that were conceived
a long time ago but were a bit ahead of their enabling technologies.

Judging from a cursory web search, Trafficpax seems to be largely a non-US and
especially a European item. I have no firsthand familiarity with it.
