I have a 1987 Dodge Raider that seems to be stuck in second gear I had

It has a 5 speed manual transmission I have nuetral and second gear

I'm assuming that the ATF level is correct.
One could be an incorrect throttle linkage adjustment.
The other a to high or low hydraulic pressure, in this case take a look to
any attached device such ATF radiator for sufficient flow and filter.
