Used Cars Taxable In NY?

Excuse the ignorance but does one have to pay taxes when buying a used
car in NYS. Read somewhere that taxes only apply to cars (for buyers)
that are less than 6 years old. Any truth to this?
Thinking about buying an '89 Range Rover and have no clue as to what's
the procedure. Any help apreciated.
