2004 Cavalier adding cruise control

My wife has a base model 2004 Cavalier. The dealership told her that
they couldn't add cruise control to it, because it had a manual
transmission.
I've pulled all of the parts including the harness from a wrecked
2003 Cavalier with a manual transmission and installed it on her car.
The unit is getting power to the right wires, and I've metered the
connections to make sure that the switches are operating correctly.
Unfortunately the cruise is still not working.
Does the PCM need to be re-flashed to tell it that the car has
cruise now, or am I missing something?

Any suggestions would be greatly appreciated!

I would say you missed the part where the dealer said that a *2004*
Cavalier with manual transmission could NOT have a cruise control
installed..........

......without specifying that the statement was true - regardless of what
previous years might have had them.

I just figured the guy was full of crap since they had '04s with manual
transmissions and cruise on the lot.

I didn't worry about the year of the parts car because the part number
are the same for '03 and '04. My sister-in-law has an '04 with a manual
transmission and cruise control, so I was comparing everything to her
setup.
