Should be no altering of the signal so no distortion. except maybe in the
Volume control.
Stepped attenuator might be better.
Of course passive preamp is a bit of a misnomer because it doesn't amplifiy.

Advantages:

No signal distortion.
No power consumption.
No power cord, ie less spaghetti.
Less chance of faults.
Way cheaper.
Quick and esy to build yourself. Consequently easy to try it without
any great commitment.

The downside:

No gain, so not suitable for some high input power amps.
No bass or treble boost, or graphic eq.
No phono preamp biult in - they need power.

Technically they are control unit, they dont amplify, but since they
are used the same as a preamp, we call them that anyway.

Conventional wisdom says that passives work best fed by a very low
impedance source and driving a high impedance input power amp. I have
used several passives with solid state DACs and tube power amps. The
character of the sound is very detailed and clean, but sometimes lacks
dynamics compared to an active preamp (with gain and lower output
impedance).
It's cheap to build and try one out with an 'audio' (logarithmic)
pot and some wire and RCA sockets. The results may surprise you. I
liked it so much I had a special one built in 'shunt/variable'
configuration, with a Shallco rotary switch and discrete resistors for
each position. It's the cleanest volume control that I've ever heard,
but limits choices of cable length and component impedances as stated
above.
Good Luck!
