Clocking anomaly

Setup: 2 RADAR 24's, Win 7 computer with Frontier Design Dakota/Montana 32 channel ADAT PCI interface installed, & an Otari FS-96 format converter.

RADAR #1 has ADAT in/outs while #2 has TDIF, hence the Otari unit.
RADAR 1 ADAT ports are connected straight to the computer via the Frontier Design card while the 1st TDIF port of RADAR #2's TDIF goes through the Otari box for connection to the last ADAT connection of the Frontier card.
Everything works fine @ At 44.1 but @ 48kHz, signal going into RADAR #2 is distorted beyond recognition. Disconnecting the Otari ADAT out back to the computer cures this. What's up with that? Why would the SF change make this necessary?

Who is acting as clock master? Is the computer the clock master, or is one
of the Radar units clock master or are both of the Radar units trying to be
clock master and sending data with different clocks to the computer?

Stuff like this is MUCH simpler when everybody is locked to a single
master clock generator.
