The Menk showed no discontent with their situation, and Archer
expressed no disapproval to either of the two races. If people from
this planet were space-capable, then change was obviously occurring.
Surely it wasn't up to the crew of a passing starship to dictate what
that change would be and when it would occur, or to decide to withhold
the cure for an ailment that will kill one race. They were asked to
help in a medical crisis, not dictate social policy.

As I said (repeatedly, it seems) in other threads, there is no moral
solution. Given what we were told, someone gets hurt no matter what they do.
IMO "my" solution is best (though still bad), because then both races could
survive/thrive. Which is not to say it's a good solution.
Archer was not given this solution, however.
