IIRC, he's married to Francine (Anne Dudek, aka. "Cutthroat Bitch" from
"House)...

He's a neighbor. He's been over at the Drapers' house a few times. I
think the main significance of the scene simply lay in his innocent
questioning of the role Don was playing the night after Don confessed he
had two identities. The irony of using Carlton to ask that question,
though, instead of using another neighbor, is that we learned he was
cheating on Francine in the first season, and Betty knows it, too, so
he's not entirely what he appears to be either.
