Thing is, they were already at warp. Riker ordered a speed
increase to reach a planet faster.
Maybe the warp core was offline for maintanence and they
were using the impulse engines to power the nacelles.

More likely that the actor made an error and the director did not catch it.
This does happen.
I was in LA several years ago, visiting a friend of mine who wrote for
Voyager. We were watching the latest episode, which he normally did not see
until they were aired anyways. Janeway was told one thing and then said
something else. (I think it was "deuterium" and she said "dilithium.")
When I pointed this out to my friend he laughed and said "Kate probably
messed up the line."

Indeed, at one point it was speculated that one "warp factor" equalled
one "impulse", or something like that.
However, it appears that impulse drive and warp drive are completely
separate entities in most of Trek. One can go to warp without impulse
engines, and to impulse without warp engines. In TOS "Obsession", for
example, the impulse engines were explicitly down for maintenance while
Kirk pursued a hostile at warp.
I gather Geordi's comment is just one of the phenomenally bad jokes
the character was infamous for. Note that the preceding scene had
been banter about an approaching shore leave - LaForge was probably
still locked on that mode of discussion, and tried to make a funny
about how slow the ship would still be going, compared with how
fast he wanted her to reach her destination.
