Clancy, the correct phrase is "C-in-C". A minor nit-pick, but it needs
clarification. Of course, this does stand for Commander-in-Chief.

In fact, if you look at the End Titles to the film you will find
that 'C in C' actually stands for Chief in Command, a part credited
to Leon Russom (I think thats how you spell it).

The actual title was "C-in-C" or "CINC". This stands for Commander in Chief.
The CINC's rank is minimum of an Admiral, but is probably Fleet Admiral.

It is probably an anacronym for a department in Starfleet, like NIA (Naval
Intelligence Agency). The Officer was probably part of the equivalent Intel
branch of Starfleet; how else could he have known about the situation the
Klingons were in.
