How about from the episode where Riker was on a planet incognito for the
purpose of evaluating them for possible Federation membership. The doctor
that drug him off and essentially extorted sex from him? A little aggression
can be good...

That doctor was none other than Bebe Neworth <sp?> who used to play
Lilith on CHEERS! Since I've always liked (1) Brunettes, (2) very
intelligent professional women, I've always liked Lilith. It was fun
to see her on TNG.

Agreed Bev should be in at least the top two (Probably first) and what about
Dax?? Definately a contender, Troy's O.K. but that sickly smile doesn't
help...
