Ferengi headgear -- what does it mean?

Greetings

Sorry if this is an FAQ, but can anyone tell me the significance or
symbolism of the fringe of material attached to the skull of some Ferengi?
I can't figure it out. |-\

Apparently the Ferengi head-dress is used to cover up the gap in the back
of the mask that the actors must use (ie its a make-up cover-up thingy).

The reason why Quark doesn't wear one is that the collar on the jacket
that he wears comes up high enough to cover the gap.

I remember reading somewhere-- perhaps in an interview with one of the
costume/makeup people for TNG-- that they hadn't really decided, but had
been using it as a part of the Ferengi "military" uniform. Quark doesn't
have a headpiece on DSN, but I can't remember if Rom does or not...

I was at a con with Quark and he said that since he was the first
Ferengi they made the entire head piece. When they made more, they ran
out of time, and put the cloth there. The rest is history.

It means making full headgear was too expensive and time consuming, so
they 'cheated' by covering the back of the neck with the fringe. Quark, as
a main character, gets full head makeup.

It started in TNG's episode "THE LAST OUTPOST" (where we first see the
Ferengi) because the latex didn't go all the way to the neck,
exposing some hair. They threw (and stapled!) the "curtain" on
to cover it.

With Quark as a major character, they gave him a finished headpiece
with all his hair covered.
