Who came up with the original dish and when & where was it named?

And why does the International Chili Society and most other web sources
emphrasize that nobody knows who came up with the original dish or where
it was first named?

This is an argument that can also be used to "prove" that we don't know
which Red River the song "Red River Valley" is about, because while we
know it was known across Canada before it was popularized in the US, we
don't know who wrote it or where, so it's possible (if howlingly
unlikely) for it to have been written about the one in Texas and the
historical record just somehow missed any reference to it.

Can I induce you to discuss the bluebirds and the white cliffs of
Dover? :-)

Thanks for asking. She's curled up on the corner of the bed, with her
head up on the bed frame, keeping an eye on me.

(Since we named her after the tagline in Love of Chair, I feel it's only
right to take advantage of these opportunities.)
