Well, they've had more than one scene with Telford that started with
someone stating that it was time for their shift, but he refuses to
leave. It could be just because of his rank and a healthy obsession
with wanting to control what goes on on Destiny, but it also implies
to me that the people who take "shifts" are, indeed, volunteering for
the process.

RWG (not withstanding any special "missions" that require specific
personell - like the one where they try to open the gate)

Why is that? That doesn't make any sense. Obviously there are people
who *want* to go to Destiny and are willing to trade their body with
someone for a while to do it (like Telford). Why would the Air Force
need to "force" someone to give up their meat suit?

No, that's part of why believability is out the window with this
series. And it's funny in a sad way -- when everyone in the universe
spoke English in SG-1 and SGA, it wasn't exactly believable, but it
never *ever* got in the way of enjoying the story.

What's your point? The reason the cast speak English in SGU is because
they're all either American or British - you can hardly compare that
with alien races speaking English for no good or apparent reason. At
least Star Trek and Farscape addressed the issue...however much of a
stretch universal translators and translator microbes are.
