It was Far Out Space Nuts: The Next Generation, and endeavor co-developed
by J. Michael Strcynzski and Larry Niven. Main character Benjamin Fife (a
direct decendant of Barney T. Fife) is a Belter in the year 2201 who
decides to leave the Sol System after the oxygen tax gets too oppressive.
He takes up with a rouge band of Kzinti telepaths and starts an
interstellar delivery service that guarantees overnight delivery at a
distance of 50 light years, and takes advantage of a Enterprise Zone on
post-occupation Wunderland.
It was based on a short story that appeared in The Man/Kzin Wars XXVII, a
graphic novel published only in certain Japanese urban centers.

Ah, yes. That's Shaggy from the old Scooby Doo series. His character,
while looking for a midnight Fudgicle fix, was accidently locked in a deep
freeze unit by the 10.5 quake that finally hit Los Angeles in 2002, and
thawed out in the present day of the series. He's in charge of the more
discrete delivery services offered by the joint Fife/Kzinti endeavor. In
the B plot of the pilot film, he investigates a haunted asteroid ore
hauling ship.
