That's a lie, as witness the fact that it was canceled before the first
episode aired. And a dirty business it was. When the TNT executives in
Atlanta discovered that "Babylon 5" itself, though it got good ratings,
wasn't being watched by the mutant hillbillies they were trying to
build as an audience at the time, they intentionally made JMS's life
hell with unreasonable requests for changes until production shut down.
