That made me get out my DVDs and check. The groaning teep was a much younger
man and a redhead. Definitely not Harlan.

I am not going to get out my dvd and check (well, maybe later after
lunch), but not only could I have sworn that was Harlan, but ISTR some
mention of that in a commentary? I could be remembering a
hallucination, of course. I thought it was part of the poetic justice
or irony or something that the teep that messed with Garibaldi was a
victim of the Edgars experiments. There were three teeps in that
scene, right? One was a woman.

The wonderful thing about a 400-disc DVD jukebox is that you never
have to "get out" a favorite DVD to check it. ;-)
I think you're confating a memory of the teep experiment scene from
"The Exercise of Vital Powers" with the later scene from "The Face of
the Enemy". There is a slight similarity in facial structure between
the "groaning teep" (the red-headed one that Edgars tries to comfort)
and Harlan, especially in the long shots, but it is clearly NOT him.
And the episode doesn't even *have* a commentary track.
"The Face of the Enemy", on the other hand, does have a commentary, by
Mike Vejar and JMS, and they do indeed discuss Harlan's on-screen
guest shot. (And the fact that Walter Koenig and Harlan are old
friends going back to the old "Alfred Hitchcock Presents", when Walter
appeared in one of Harlan's first produced TV scripts.
