I've always wondered what it said...

I thought it was just that -- a message in Vorlon, which Shridan didn't
understand any more than we do. It was like that scene in
"Confessions", when Delenn and Lennier exchanged untranslated lines
about flarn after Sheridan left. I remember JMS commented that it was
more fun to leave the lines untranslated. However, that was clearly
comic, and this is not.

Didn't JMS say once upon a time, that it said "Welcome to Hawaii." The
implication was that it didn't say anything, i.e. JMS didn't put a
translatable message in there, and it was just a collection of Vorlon
characters.
Ah. here it is:

There was apparently a hideous malfunction...they never talked
about it thereafter....

I think Ulkesh's transport sensed Sheridan's inner piece of Kosh, and
communicated with it. Ulkesh probably just thought his ship was checking
out the human walking outside, and didn't know about the message sent by his
transport.

Possibly but the ship could just have wanted to meet Sheridan. The
ship is telepathic so it would know that Kosh 1 had been training
Sheridan to fight the coming war. Being in space the ship would
still have all its sensors operational. When the space ship enters
Babylon 5 it would switch them off and go to sleep.
