His name is Bib Fortuna.
The line is "Die wanna wanga," pronounced "Day Wanna Wanga."

The phrase is "De Wanna Wanga" (I believe), and it's spoken by Bib Fortuna to the droids when they
first arrive at Jabba's palace. I believe that 3PO's response is "De Wanna Waigo."
No direct translation is available, (not that I know of, at least), but it's just a basic greeting
and response, presumably in Huttese, but possibly in Twi'lek. (I don't know if they're speaking in
Bib's or Jabba's language when they utter those lines. Either is possible, really.)
Hope that helps!

the scene is in the beginning of ROTJ, and i think it is spoken by bib fortuna.
to me, it actaully sounds like:

DaWanna Wanga

and i think it means "what do you want" or something to that effect.

that's a good point, about whether bib fortuna is speaking in twi'lek or
huttese. i always thought it was huttese just b/c huttese is the official
court language in jabba's palace.

and i'm sure there are translations, b/c the people who made up the languages
had to acutally make up words and syllables for all the languages spoken in
all 3 of the movies.

the people making the movies didn't "make up" the languages, they used
laguages from small African and south American countries. Ben burtt was
quoted in an interview saying audiences know when they're hearing made
up jibberish, and just playing dialogue backwards is too easily
recognizable.

Actually, that was only done for the Jawas in ANH. In the other two
flicks, the alien languages were most definitely invented!

Not true. In ROTJ Lando's co-pilot was speaking in an African dialect.
Something about elephants. However, it did not relate to Lando's
previous comment. Somtimes they use mixtures of lanugages or will slow
down the rate at which a language is normally spoken to create a
different sound (i.e. Jabba).

No they weren't. Maybe some of them were but ones that were heard alot,
like Huttese, were from variations on old, little known languages.
Huttese was supposedly some Afghanistan dialect.

At least one line, IIRC, of "A thousand herd of elephants are
standing on my foot." The guy who read the lines became a local celebrity
back home....

Okay, listen up! This one's on the Internet! I'm here to log on, so check
your six! I'm gonna read my mail, and I'm gonna surf Usenet. It's gonna
be a real knife fight. Now I'm gonna utilize my filters and perhaps even a
killfile. And when I'm done, you'll have messages. It might be flames,
and it might be spam. And one more thing... it's okay to be scared!

Sorry, but you're mistaken. Here's what the ROTJ Collector's mag
published by LucasFilm states:

"Ben Burtt had to help create 'Huttese', the language spoken by most
creatures in the palace."

..."create" meaning "invent," "fabricate," etc. The languages may have
been inspired by earthly ones, but Jabba was definitely not speaking
Afghanistani or any other real language. Neither were the Ewoks. As for
the Jawas, their language was a combination of several African dialects.

I'd assume it was Huttese, since according to the books and such, the
Twi'lek language makes heavy use of gesturing (with the lekki).
I don't think he was doing that in RotJ.

I just wanted to post here, so many decades later. I'm posting while watching prequels made after this thread, in preparation for Episode 9 in a few weeks.

It's pretty rad that, as much as people bitch about what is or isn't Star Wars, it's still in the conversation. From the earlyish and relatively primitive message boards of whatever the fuck this is, to hot modern garbage like Reddit, it's God damn motherfucking star wars.
