Regarding "There goes a waste of a pretty good white boy," I think the
first place I heard it was in reference to Steve Martin in "The Jerk" but
I'm not sure.

I think the quote is more like (but not quite) "..Folks be throwin' away
a perfectly good white boy". As two garbage men saw John Cusak? go by in
a dump truck. Was the movie "Better Off Dead"?

I think "Men At Work" also rips off this quote...

You're close on the quote. I've already posted the correct version.
But the observers were tree trimmers, not garbage men.
