1) is this true? are those 7 seconds lost forever?
2) is there a directors cut of jaws that i missed? (letterbox?)
3) are we losing our films? and what are the implications of this.
i'd like to hear from any other fans of the film.

A widescreen version of the film was recently released in the UK, but has
been available on mail order since before Xmas.
I didn't notice any differences to what I'd seen before.

It doesn't matter how badly release prints of the film deteriorate. The
original negative, interpositives, etc. are preserved--though quality of
preservation varies greatly. New prints of Jaws can be made at any time.
I heard a rumor myself that the original elements for Jaws are not in the
greatest shape--perhaps this is what the video store clerk was referring
to. But this does not account for a "missing seven seconds."
As far as I know, the film has always been like this. Hooper's line here
is awkwardly, obviously dubbed. He has always just said "This is what
happens..." The line really doesn't make sense. It comes right after
Hooper yells at the town doctor to not smoke.
There is no director's cut of Jaws. If seven seconds was cut it was cut
before the movie was released. Thus, this would not be "missing footage"
but the routine trims all films have. The movie has been the same since the
day it was released. Information to the contrary is welcomed.

As someone who say Jaws 14 times the summer it was released, I agree;
that line has always been truncated and oddly placed. It's like someone
made a last-minute decision to edit that scene and didn't clean up
very well after themselves.
