I believe it's called THE ADVENTURES OF PICASSO, which might help you better
find it. Also, it may be a US film, not Swedish (maybe you got that
impression from his girlfriend, the Finnish cabaret singer who knew only
one song). Or maybe I'm wrong. Anyway, try searching for the above title.

Perhaps you have the title wrong? I know the US title is The Adventures
of Picasso, which is a direct translation of the Swedish title (Picassos
Aventyr).
Sorry, I have no idea if it's still available anywhere (outside Sweden,
that is).

It's indeed Swedish, and called _The Adventures of Picasso_.
Directed by Tage Danielsson and Hans Alfredson in 1978. It has
reportedly been released on video. don't ask me where.
Another even better movie by the same people is _The Apple War_
or something to that effect. A poetic and funny movie about
Sweden in general, and how some nasty Germans tried to make
a theme park in particular.
