From the below, 1080i is NTSC with a frame speed of 29.970 fps.
The other has a frame speed of 23.976 fps and has no mention of NTSC or PAL.
So frame speeds are set in the video file and aren't arbitrary. NTSC or
PAL is still retained for interlaced video.
