I think it is "Thief of Baghdad". There have been 4 different versions.
The CINEMANIA CD-ROM mentions the "blue rose" and the Internet Movie
Database mentions "seven moons" in one of the plot summaries.

Hope this is right...

<<A small sidelight - my friend bought this booklet from the estate of
Byron Haskin, the cinematographer on DON JUAN, Warners' first sound
feature in 1926. I recall seeing a doctored version of it in the 40's,
with only a music track and sound effects (like swords clanging) but of
course no dialogue.>>

No "blue roses" in the story until the 1940 Korda "Thief of Bagdad". It
was a kind of poison designed to make the heroine forget everything.
Evidently in the '60's version, the blue rose had a different function in
the plot.

Blue Rose was also the FBI code name used in David Lynch's Twin Peaks: Fire, Walk With Me
movie to designate a case having to do with, well, in general, the occult. But as they say in
that film, I can't tell you about that. Always wondered where Lynch might have gotten it from.

You could be thinking of the Tennessee Willaiams classic, The Glass Menagerie. The girl was referred to as Blue Roses because she had pleurosis.

I remember seeing the blue rose at the pictures with my mum in the sixties and I've searched for ages to try to find it again. Maybe it was the Thiel of Bhagdad and I just remembered the blue rose

I too have been looking for perhaps the same movie. Saw it late at night back in the 60’s.
I recall towards the end the hero had gotten the rose but in a sword fight on his way to the princess it was destroyed. In the end he presented a white rose to the princess and said that if she really loved him ( or something along those lines) then she would accept that rose as the blue rose. Magically when the rose was unwrapped it was indeed the blue rose.
Been trying to find it ever since but with no luck. It definitely was a black and white movie set in the time of Aladdin and magic. Some day someone is going to recognize something in our descriptions that will lead us to an answer. Only problem I see is that it’s been a long time since the 60’s and if memory serves me it was an old movie even then. I pray that this movie still exists.

Probably ...

The Thief of Baghdad
<https://en.wikipedia.org/wiki/The_Thief_of_Baghdad_(1961_film)>

There are a few other movies and TV shows with the same name (including
at earlier movies), but I don't know if they're the same story.

There's a VHS tape copy listed on Amazon at a ridiculous price:
<https://www.amazon.com/Thief-Baghdad-VHS-Steve-Reeves/dp/6300147347/>

A very quick Google search for DVD versions only seems to turn up
pirate burnt discs on eBay.
