Sex Charges Lead To Proposed Bill

After a fourth person who worked for the Spartanburg County School District 6 was
charged with a sex crime involving a minor, the superintendent is calling for tougher
penalties for school employees who commit such acts.
As early as Wednesday, Rep. Scott Talley from Spartanburg County plans to introduce a
bill to automatically lengthen the prison sentence for any school-related worker
convicted of a sex crime against a child.
Stacy Terrell Watson is the most recent arrest from School District 6. The former
intervention specialist at the Spartanburg County Alternative School is accused of
sexually assaulting a teenage girl who was not a student at the school.
Investigators said that Allen Armfield was a custodian at Dorman High's freshmen
campus when he was arrested on charges that he sexually assaulted a friend's daughter
who was 14 years old at the time.
Dorman High band teacher Leviticus Harton was accused by investigators of soliciting
sex over the Internet from someone he thought was a 13-year-old girl but was really
an undercover officer.
Westview Elementary School bus driver Samuel David Bagwell was charged after he was
accused of inappropriately touching a 10-year-old girl who rode his bus.
But it is not clear if there is an actual increase in these types of alleged
incidents, or if students are just more willing to report them.
Mia Silvers, District 6 guidance counselor, said, "I do feel that we're seeing more
and more of these cases because children feel more comfortable in talking about this
if this has happened to them."
Because of these sex-related charges, the District 6 superintendent and Seventh
Circuit solicitor have helped draft a bill aimed at anyone affiliated with a school
in an official capacity.
Seventh Circuit Solicitor Trey Gowdy said, "If you are going to apply for a job
around our children, but you have untoward motives, you have to be on aware that you
are possibly going to be exposed to even additional penalties if you abuse that
position of trust."
The proposal would automatically add five years to the sentence when school or
school-related employees are convicted of sex crimes involving children.
Gowdy said, "This creates an additional, automatic, non-negotiable, five-year add-on
if you abuse a position of trust in a school setting."
District 6 Superintendent Dr. Darryl Owings, said, "If you're going to be involved
with children, you better think twice if you're capable of committing any of these
acts."
Owings said, "I wish there were a blood test that we could give or some way to screen
and determine whether someone would be capable of committing a deviant act like this
in the future."
But in any case, District 6 leaders said that they remain in the business of
protecting children.

disclosed to you as you are being encouraged to "do what it takes" to be sucksessful.

I don't know Levi. I never met Levi so therefore I couldn't possibly
have encouraged Levi to do anything. So once again you have no point
other than your "agenda" to discredit EVERYONE for the actions of a

Do you think DCI and DCA or the public school system in this case, a
point you seem to have missed, are actually "encouraging" assholes
like Levi to molest children?

What pisses me off the most about people like these ( besides the
damage they do to the kids directly) is the fact that many of us don't
touch kids at all anymore. The number of kids who just need a pat on
the back, an arm around their shoulder or a hug is unbelievable. The
number of kids stuck in a tug of war in a divorce or kids that get
pick on and just need to be shown that people do care about them is
heartbreaking.
The bandroom was always a place of safety where kids could feel
protected and loved and part of a family that cares. However, I find
myself verbally reassuring kids much more these days. At the end of
rehersal I tell them that indeed I do love each and everyone of them
no matter how frustrated I may become at practice, and tell them to go
home and tell their parents how much they love them and to thank them
for the things they do for them.
I'm now at the point that the 1st day back after holidays I tell the
kids how much I missed them and that they are MY family and the most
important thing in my life
Leo Buscullia must be rolling over in his grave.
Heres hopeing Levi Horton and his type never have anything to do with
kids the rest of his life.

I could not agree with you more! Those FEW who do betray the trust
they are given should be punished to the full extent of the law! The
problem with this thread and so many others that Idiot Catherine posts
is her insistance that DCI and DCA and the general band community are
nothing more than cover-ups for pedophiles and the such. I'm sorry for
whatever happened to her that made her into this bitter old nutjob but
she's just dead wrong to say that any of these organizations condone
