I'm feeding my story into a glulx interpreter that doesn't
automatically insert a 'more' or 'click to continue' if more than a
page worth of text scrolls past in one turn (and also my page is
short, since it's embedded in a web page). Is there any inform 7 code
that will automatically insert a 'hit any key to continue' if over a
certain number of lines is printed?

No. That kind of line-counting is up to the interpreter.

You can insert a pause manually, with the "Basic Screen Effects"
extension.
