Who is Spar(?) Gallagher.

I have had for a long time a seascape( black and white print) signed by what
looks like Spar or Sear Gallagher. It shows a small ship( tug or fishing ship)
and two row boats, one on each side. There is a wharf to the right of the
ship. I have tried to locate the name Gallagher (in the art field) on the net
without any success. Is there any index or listing of artists available on the
net? Does anyone know who this artist is or was? Thanks for any help
