Is city art?

About architecture we speak, that it's art (and this is comprehensible), but
is town-planning art also????????

Why is city art?

There is a well-known instance of outsider art (aka art brut) by
August Natterer entitled Witches Head (pre-1919). You may also find
the art brut of Achilles Rizzoli relevant.

IMHO, the definition of art has mutated into a subjective value
judgement. If you're looking for a consensus, all you have to do is
poll the right group of people.

Is it art or is it an art?

Is architecture art, is architecture an art, or is architecture a
science?

Is X Y, or is X an Y?

>Why is city art?

Why isn't it?
