wetcanvas.com is the best I know of. Dozens of different forums for
different topics, most very active. There are a few Yahoo groups as
well. For whatever reason, Usenet just never caught on among artists
the way it did among musicians.

It appears that it would be easy to establish a rec.arts.fine.painting
group and
a rec.arts.fine.watercolor group.
I don't have a lot of computer savvy and am not sure if there is any
responsibility to the person establishing such groups. Is it as easy as
following the google instructions for establishing a group, ie fill in
the form and then provide a list of email addresses to the first group
of members? Since
the resultant group would (should) be open to all surfers and by
searching the
rec.arts.fine for this interest, it appears that enough people would
get involved.
As an adult beginner I gain a lot from the posts.

No. Creating a newsgroup in the "rec" hierarchy is a several week
process that involves first making a specific proposal, putting out a
request for comments on the proposal in all relevant newsgroups,
followed by a discussion period to take place in one specific newsgroup,
followed by a voting period to take place via email. Newsgroup splits
are usually precipated by there being too much traffic in the original
group, resulting in a lot of people eager to see the new groups created
("at last, I can visit a newsgroup to discuss X1 without having to wade
through all those posts about X2!"). Even if you went ahead with all
this, there is a good chance the proposal would fail, as there just
don't seem to be that many artists who would care enough to see such a
thing happen to bother voting in favor of it. If there aren't many
participatinging in in this newsgroup, I don't see any reason to assume
more would come running just because you split this one into several.
But if you want to give it a shot, be my guest. FWIW, wetcanvas is a
pretty great site; the ability to upload images into postings and a
number of other features make it a natural fit for discussing art.
