If you accept the New Adventures as canon (I know a lot of people don't,
but I do) then the War Chief is definitely not the Master. The War Chief
shows up in Terrance Dicks' excellent NA "Exodus" and is clearly a
different person.

When he meets the Doctor, he says something like "I know who you are. You may
have changed your appearance, but I know who you are." He tells the Doctor
that they are 2 of a kind. The Doctor says that they aren't, and that he had
his own good reasons for leaving.
Maybe when he gets shot at the end and carried away, he regenerates (Still
having one left) steals a real TARDIS, and escapes.
Is this person the Master, or just yet another renegade Time Lord?

The War Chief is NOT the Master
Anthony Ainley is NOT the Master
The first two were *separate* characters, devised, respectively,
by Dennis Spooner and Terrance Dicks/Malcolm Hulke. Each of them
were the subject of a separate New Adventure (I'll leave it to you to
find out which ;-> ).
The Master was created by Robert Holmes in 1971, and is someone
else entirely.

I think I found out, but I couldn't find it.

I haven't read any of the New Adventures yet, so I didn't know about the
War Chief appearing in one. (What does he do? Did he regenerate after being
shot?) I asked because the characters are similar in some ways.
