What these figures show is the BBC's total incompetence at scheduling.
Normally the show that goes on just before the Eurovision Song Contest gets
the lowest viewers of the entire season. This time the viewers actually rose
for that one meaning that the hour long Lottery rubbish which they started
putting on after Doctor Who ended was responsible for the fall in viewing
figures since nobody wants to watch mind numbing crap like that and
therefore they won't tune in early to watch it like the did for the
Eurovision. Had the 15 minute version of the lottery rubbish been put after
the Eurovsion then even more people would have seen the season finale.
Other factors driving away viewers from BBC1 at this time include the fact
that the news and regional news were shown straight before Doctor Who
instead of something which attracts family viewers like Total Wipeout. The
Pointless crap that Total Wipeout was replaced with doesn't attract a family
audience including children, because it's a show for retarded middleaged
housewives just like the lottery rubbish.
What the BBC really should have done is what they did in 2005 with Graham
Norton and put The Voice on straight before Doctor Who and created a family
afternoon and evening schedule for Saturdays.

No. They show that there's virtually no difference between this year and
previous years at the same time. People have decided they don't want to
spend all day indoors watching androphobic and familiaphobic crap like
Pointless, the Lottery rubbish and Casualty so have decided to watch Doctor
Who at a time of their own choosing instead.
