As confirmed by Russell T Davies, who said that 'It is not officially (cancelled), it is in a nice limbo where it can stew - those shows can come back in ten, twenty years time.'

I passed on a show concept that hijacked a 20 year old television series
(bonus points for guessing which one) starring a transgender lead to a US
based writer early last year. They never did anything with it while not long
afterwards everyone and their cat and dog on US and UK television went
transgender crazy. The nob.
So, uh. Yeah, whatever....
