The governors seems to be a race of a group interested in the
coal Hill Area - resons unknown.

The Quill visit, we finally see what a Quill is,
not a porcupine.

that initally acts as Coal Hill School.

So romance between a Quill and a Zygon.

Who are the Governors? It seems like they might be remnant/shootoff of
Torchwood.

Do you mean alternating scenes with the previous episode? That might work,
but it seemed like they had very different themes and narratives. Hard to
tell if would undercut the tension of the scenes or add to it.

Yes and guess what It would have work. You would wonder how the rock
was manipulating the group of 5 and what was happening in the
metaphysical world.
