Yahoo! has daily (including Sunday) postings of One Big Happy with no delay.
Downside: You have to register with Yahoo!, and either tolerate their
banner ads or have a blocker installed.

got a response today.
from them:
Thank you for your interest in One Big Happy. The reason why One Big Happy on
www.comics.com is not updated is because the creator Rick Detorie only wanted
his classic cartoons available on the website.
Rick Detorie believes in the importance of newspapers in our society today and
wants to help preserve their readership by offering his daily comics only to
newspapers. I hope this answers your question.

One Big Happy began their Classics run early this year.
Late last year Detorie had run his strip for 15 years
(it began September ??, 1988).
I'm thinking he got more control over his creation after
the fifteen years of contractual obligation to Creators.

Very likely. And an interesting choice. Any idea how many papers he's in or
how it has been trending?
That is, if he seems stuck at a mediocre level, I can imagine him fuming
over the number of hits he gets from those who aren't paying for the
privilege and, as you say, making that move at re-signing time.
Or he may simply be, as stated, a champion of the print medium. I've got
nothin' against that, though this approach seems a little quixotic.
In any case, the strip on the paid site today has Ruthie selling her art at
a sidewalk stand and comments on the concept. Dunno if that's a rerun or
modern, but good timing in any case.

And I replied by posting the Creators response.
Now the creator, Rick Detorie, has responded
with the following email:
The reason "One Big Happy" reruns are running on the United Media website is
because an employee of Creators Syndicate, who is not on the syndicate's sales
staff, sold "One Big Happy" and several other comic strips -- for very little
money -- as a package to a website.
As many as five other websites linked to that particular website and began
running OBH for free, paying nothing for the privilege. The total amount that
the original website was paying worked out to be about $1.43 per week,
substantially less than the $10.00 per week that the newspaper websites pay.
New sales of the strip to Internet sites dried up because why pay ten dollars
for something you can link to for free?
So I had Creators Syndicate cut a separate deal for a much higher fee to allow
"One Big Happy" reruns to run on United Media and those other websites, thus
avoiding unfair competition with the real "paying" customers, like
WashingtonPost.com and HoustonChronicle.com.
As soon as other cartoonists figure out what's going on, you'll be seeing a lot
more reruns on certain websites.
Please tell as many people as you can, because I'm tired of answering this
question, too.
