Why do you read a title (Character? Writer? Artist?)

For me, it's a combination of the various factors; if any one of them is
strong enough, I'll buy it (funds available, of course). So it's largely a
matter of which factor most easily reaches "strong enough".

If I really like the writer, I'll often buy a series even if I don't care
(yet) about the character and the art is mediocre. If I really like the
character, I'll sometimes buy the series even if the writing and art aren't
spectacular. And once in a while, for a short while, I'll buy a series with
great art, even if the character doesn't interest me, nor the writing
impress me.

While having a certain writer and/or artist attached to a book might
cause me to consider something I normally would pass over, I don't ever
buy anything just because of the creative team involved. My final
decision always comes down to subject matter. Is it a genre I like,
written in a manner that I like? Are any of the characters
intriguing? As far as art goes, all I really care about is that it
isn't so bad as to become distracting.

I have favorites in both the writer and artist category, but I don't
blindly buy anything with their name attached, and likewise I don't
avoid something just because I don't know the creative team. However,
I will avoid a book if it has a creative team which I haven't liked in
the past.
