Hmm. I just finished reading this, and it doesn't seem like the
villains are very united at all. And what's that stuff about a second
Lex Luthor? It seems a bit like that episode of Smallville with
"Alexander".

In fact, not a lot seems to happen in the whole book, except for a
bunch of villains evidently getting killed by several mother boxes that
blew up.

The bit with the second luthor is a set up for Infinite Crisis...it
will be addressed there...other than that, the book mostly focuses on
the handful of villains who refuse to unite with the rest...it is a
precursor for the later Secret Six mini and regular series (both of
which are great).

Like most of the Countdown to Infinite Crisis minis they were interest
series until halfway through the final issue a pointless "twist" was
added to the last issue to tie it into Infinite Crisis.
