META: Annoying nul character problem maybe fixed

I did some investigation today, and I think I found a bug in the
moderation code that was introducing those nul characters that were
causing us so many problems. If so, it should now hopefully be fixed.
Sorry about that hassle. There was a fix that I'd forgotten I made that
was lost when I updated Perl on the moderation host system.

Innnnnnnnteresting. Any reason why it seemed to only affect certain
people?

Yeah, it was a bug in undoing quoted-printable continuation lines, which
only some news posting software creates (and which also only happen with
lines longer than 72 characters).

Ahhhhhh. I use 40tude Dialog; it's useful and free!
