None at all. In fact, Hobbits are closely related to jellyfish and have a
similar life cycle including alterating generations. The asexual polyp
generation reproduces by budding. These Hobbolyps dwell firmly rooted to the
ground deep within Hobbit burrows, tended over by their parents.
Occasionally, these polyps will also produce a mobile sexual form which is
the form seen in the LotR. The sexual hobbit generation DOES reproduce
sexually but they do not have sexual organs as we know them. Every year
during the lithe (and sometimes the overlithe), the hobbits engage the
greatest orgy this side of the Great Barrier Reef, spewing gamets all over
the Shire and producing the next generation of Hobbolyps. It should be noted
that the year 1420 was an Overlithe year and "the merrymaking in that year
is said to have been the greatest in memory or record."

Presumably the male hobbits had penises of an absolute size equal to that
of those people who obsess about the issue. That is to say, in proportion
to their bodies they had quite normal penises.
