Unfortunately, the question does not admit a simple yes/no answer. I
think the late-in-JRRT's-life answer is "no".

but seems to be half a rank appellation, like "private", half the word for
the smaller breeds used by the big fighting orcs. "Snaga" means just
"slave" in Orkish parlance.

I've been overwhelmingly busy this week, and though I have something in mind
